A5: Future Systems Thinking on Current Solutions for Today’s Nursing Resource Challenges in Ontario: A Panel Perspective

Through facilitated discussion, nurse leaders will share learnings from new IEN focused opportunities (e.g Supervised Practice Experience Partnership, Temporary Class), the supports that were provided to both IENs and employers, what early evaluation data is showing, and opportunities for continued growth and development.

Tracy Bardell, B.A. (Hons.), J.D., Team Lead, Entry to Practice, College of Nurses of Ontario

Tracy Bardell is a lawyer with over 20 years of regulatory, policy and legal experience in health care.  She has worked in several positions at the College of Nurses of Ontario, including Investigator, Policy Analyst and Coordinator.  Currently, she works as a Team Lead for the Entry to Practice Team supervising operations and a team of staff who assess applications from Ontario, Canadian and Internationally Educated nursing applicants.

Known as a dynamic leader and adept collaborator, she has provided guidance to decision-makers and engaged system partners in fostering legislative and policy change to promote access to the nursing profession.  Most recently, she supported the implementation of policy and process changes relating to the Temporary Class, labour mobility, and language proficiency.  She played a leadership role in the design, implementation, and evaluation of CNO’s Supervised Practice Experience Program, which has assisted over 2900 applicants to register as nurses in Ontario.

Tracy holds her Honours Bachelor of Arts Degree in Psychology from York University and her Juris Doctor’s degree from Osgoode Hall Law School.  She has certificates in Project Management, Advanced Mediation and Conflict Resolution.

Julie McShane, RN, MN, Manager, Nursing Innovation and Development, Unity Health

Julie McShane is a Registered Nurse with over 30 years’ experience, across sectors and across the border in the USA.  While working as a CVICU staff nurse at St. Michael’s Hospital, she also worked for several years in the Nursing Health Services Research Unit with Dr. Diane Doran, which sparked an interest in the antecedents and outcomes of provincial nursing workforce initiatives like the New Graduate Guarantee (NGG) program and the Late Career Nurse Initiative (LCNI). 

More recently, Julie has worked as a Manager of Professional Practice, at a large multisite academic health center where she was involved in interprofessional practice oversight for the surgery and arthritis programs. During COVID, she developed pandemic models of care for surgery and Level 2 critical care beds, and redeployment models for OR staff.  With colleagues, she was a co-investigator on a study to examine the emotional and psychological impacts of COVID positive environments on nurses.  Currently, she is the Manager of Nursing Innovation & Development at Unity Health Toronto where she provides leadership for workforce programs and other corporate initiatives designed to support novice nurses.
